Scarpa detailed the complex interactions, including skepticism and challenges with FBI cooperation, such as a disputed polygraph test. Despite initial resistance from the FBI and jurisdictional conflicts involving the military, Scarpa’s tip eventually led to the discovery of Nichols’ hidden explosives. His information was credited in court, resulting in a reduced sentence for Scarpa due to his crucial role in averting further attacks.

Scarpa also emphasized Nichols as the true mastermind behind the bombing, motivated by retaliation after the Waco siege, shedding light on the extremist underpinnings of the attack.
