Do you think we could ever implement emergency measures like this in the United States?

Spain says it will lower highway speed limits and cut train ticket prices in an emergency energy-saving initiative because of higher oil prices brought on by the unrest in Libya.

Deputy Prime Minister Alfredo Perez Rubalcaba says that while Spain’s energy supply is in no danger because of oil company shutdowns in Libya, their national energy bill will rise signicantly because of sharly rising petroleum prices.

The emergency measures will go into effect in March.
