Collins also recounted the rise of notable drug figure Craig Petty, tied to the Sinaloa Cartel and linked to the Memphis rap scene. Petty’s operations expanded throughout the 1990s, involving massive marijuana and cocaine imports, until his arrest in the early 2000s—though charges were later dropped in state court due to internal plea deals.
