Benz highlights how these agencies coordinate covert operations, psychological warfare, and “hearts and minds” campaigns globally, with blurred lines between defense, diplomacy, and development. He also notes that these roles are interchangeable among leaders, creating a unified “blob” resistant to presidential control and heavily influenced by entrenched career bureaucrats and corporate interests.
