However, owners often find loopholes to pay their prized athletes what they believe they’re worth. Arenas emphasized that since the commissioner answers to team owners, cracking down on one team could expose widespread circumvention among others. Ultimately, he believes the league will avoid penalizing the Clippers or Leonard because the financial interests of billionaires and team owners are deeply intertwined with how salaries are structured, making enforcement unlikely despite the scandal.
