However, Payne firmly dismissed the notion, explaining that covert cooperation on such public platforms is highly unlikely. Payne highlighted that if someone were secretly working with the feds, it would risk exposure and compromise investigations. He also clarified legal procedures around proffer agreements, referencing an infamous case tied to the Tupac Shakur murder, where interviews were used but within strict legal bounds.
