The Bush administration issued a solicitation for non-standard ammunition—a term used for munitions not fitting NATO specifications—to support Afghan forces amid growing concerns that a Democrat-led administration might hastily withdraw from Afghanistan. The ambitious plan aimed to arm the Afghans for the foreseeable future.

Packouz’s company emerged as the lowest bidder, securing the nearly $300 million deal by underbidding competitors like General Dynamics by $52 million. The contract sought around 30 types of munitions, including AK-47 rounds, grenades, and anti-aircraft rockets. Despite dealing with items often available only on the gray market, the company legally navigated procurement, acting as an intermediary between the U.S. and dubious sellers. Packouz expressed disbelief at winning against established defense giants, leveraging previous deliveries to Iraq to qualify for bidding. At just 25 years old, securing this contract marked a significant achievement in his career.
