Marquis Jackson, who was in the backseat, was unlawfully handcuffed during the incident. Jackson was later not charged with anything, and the deputy's actions were deemed "not objectively reasonable" in an investigation. Jackson expressed mental distress from the incident, accusing law enforcement of attempting to cover it up.
