Russia and Ukraine have a history steeped in family ties, multiple cross-border invasions, presidential assassinating attempts, and war. Both regions were once a part of the Union Republics of the Soviet Union (U.S.S.R.). While the ongoing international conflict wages on, their diplomatic responsibilities, such as their memberships within the Organization of the Black Sea Economic Cooperation (BSEC), remain. 

The Black Sea Economic Cooperation Parliamentary Assembly recently occurred in Ankara (Turkey). Tensions were understandably high during political/economic event, with delegates from Russia and Ukraine in attendance. Hence, when a diplomat from Russia ripped the Ukrainian flag away from his East European rival official, the latter responded with several punches and shoves until bystanders managed to separate the two.
