Police in North Austin have arrested a 17-year-old named Pablo Antonio Avila-Banagas for an alleged hit-and-run incident involving a disabled man in a wheelchair. The horrific on-camera incident occurred on the morning of September 3rd in an empty parking lot near the Rundberg Lane intersection on North Lamar Boulevard. The video clip depicts the victim attempting to make his way across the parking lot when he notices that there's a white pickup truck headed toward him, and it doesn't appear to be slowing down. So, he signaled for the driver to stop moments before being run over and dragged underneath the vehicle until his wheelchair was in shambles and his body lay motionless on the ground. According to reports, he suffered life-threatening injuries.

Soon after running over the victim, the suspect in the truck drove without offering his victim assistance. He managed to evade local authorities for nearly a week until he was apprehended. Avila-Banagas was subsequently arrested and charged with injury to a disabled person  (second-degree felony), failure to stop and render aid (third-degree felony), unlawful carry of a firearm (Class A Misdemeanor), and failure to identify in relation to this case (Class B Misdemeanor).
