A man labeled as a "violent" sex offender was arrested and charged for allegedly raping a 61-year-old woman outside of his group home Wednesday.

Police arrested 35-year-old William Manning after they spotted the victim walking half-naked with a bloody t-shirt. The 61-year-old also suffered severe swelling on her face and bruises on her back.

Manning was a resident at the Wards Island group home, which is run by the Manhattan Psychiatric Center. The suspect was out on parole after serving four years of a five-year sentence for beating and sexually abusing a 22-year-old.

"These are the types of clients we house in our shelters that do stuff like this and come back [from prison] and live in our facilities," said a police source with the NYC Department of Homeless Services. "Shelters can't be a safe haven if we have people like this doing heinous and nefarious stuff. The commissioner has failed us heavily."

William Manning had been charged with rape, sexual assault, and criminal possession of a weapon.
