As reported by the Associated Press, Alderman Khalif Rainey of Milwaukee wrote JAY-Z and Roc Nation a letter expressing his city's interest in hosting the event. Rainey expressed Milwaukee's experience with hosting annual music festivals, including the popular festival Summerfest.
