As Barack Obama concluded his time as the President of the United States, he made sure he left an impact with his decisions on the American people affected by the Justice system. While in office, he created a Sentencing Commissions reform, which essentially would reduce sentence disparity depending on what you were charged with. For example, the reform would decrease the amount of federal sentencing for all drug trafficking and distribution crimes. Because of that, Obama freed almost 6,600 low-level, nonviolent drug offenders, which is more than the 11 previous presidents combined.

In the midst of that, Obama made sure to commute notorious offenders who were serving max sentencing. Among them are Darryl "Lil D" Reed, Andre Huggins, Dewayne Comer, Dawan Croskery (who is already free), and Ralph Casas.

According to Don Diva, Lil D is an Oakland native and was a mentor to rappers MC Hammer, Yukmouth, Too $hort, E-40, and Mistah FAB. While in jail, Lil D wrote a book called Weight, which gives his side of the story of his arrest after being caught with 30 pounds of crack and 16 pounds of cocaine in his apartment. Lil D was a free man as of December 28, 2016.

Andre Huggins was a Delaware kingpin who cops never actually caught with any drugs. Huggins was busted because of recorded phone conversations.

Dewayne Comer was sentenced to life in prison in 1997 for running and controlling a multi-million dollar crack ring. When he was sentenced, the maximum penalty for possessing the amount of crack he had in his possession was life in prison. Comer is a free man since December 1, 2016.

Dawan Croskery was also freed on December 1. The Buffalo, NY native was arrested in 2002 and sentenced to 20 years for the "kingpin charge," which is engaging in a continuing criminal enterprise.

Although Ralph Casas has not been freed yet, his sentence was reduced to 292 months, which is 24 years. The man used his job as an American Airlines baggage handler to smuggle large amounts of cocaine from Puerto Rico to New York and Miami.
