Meek Mill's arrest back on October 31st was by the hands of Officers Andre Boyer and Michael Vargas.  It occurred under Philadelphia's "Stop and Frisk" laws, and as a result of the arrest he filed a lawsuit against the city in January claiming that he was illegally detained.

The arrest forced Mill to take a financial hit on a deposit he put down for a private jet and income for a show.  However, the "Philadelphia Inquirer" claims that a 2008 police report which was obtained thanks to an internal police investigation shows that Officer Boyer has repeatedly falsified official police documents in the past.

"It will have an effect on the case.  We're talking about institutional indifference."

Boyer's understanding of the law has been brought to question in a separate case from 2012 by a Common Pleas Court judge.

"It appears that Officer Boyer...was a victim of his own professional enthusiasm.  In the interest of productivity (900 arrests in less than two years) he cut some clerical corners.  However, there was no showing that any of his erroneous clerical entries were created for personal gain."

There will be a hearing for Meek's case on April 29th.  Meanwhile, due to all the slander and negative light this has brought on Officer Boyer's reputation, he too is suing the city for $200,000.
