Utah is now the first state to allow firing squad execution as a backup to lethal injection after Gov. Gary Herbert passed a law on Monday, March 23. The state doesn't currently have a supply of lethal injection drugs on hand, as there is a shortage across the country due to an export ban instituted by the European Union in 2011. 

Republican Rep. Paul Ray of Clearfield spoke in favor of the firing squad method, which he believes is more humane than lethal injection. He says that a trained marksman would be quicker and more accurate than the drugs, which have not been shown to be 100% effective.
