The North Miami Beach Police Department is under fire after a National Guard sergeant saw her brother's 15-year-old mugshot being used for target practice at a gun range.
None of the officers are facing punishment over the incident, and Major Kathy Katerman explained to the Huffington Post that the department uses mug shots of all different races for target practice.
"The public thinks there should be one woman and one white man and one black, but that's not really what test is about. We have targets of all races."
