An unnamed man was fatally shot by police in El Cajon, California on Tuesday (September 27), and witnesses say that he was unarmed. No gun was found on the scene, and the woman's sister claimed that the man was mentally ill.

Officers responded to a call from the sister on Tuesday, and she told them that he wasn't acting like himself. Police Chief Jeff Davis said that the man was walking in traffic, endangering himself and motorists.

Once police arrived on the scene, they said the man paced back and forth with his hands in his pockets and said that he "rapidly drew and object" that he held like a gun. After the man withdrew the object, one officer fired a shot and another discharged his taser. When asked if the object was a weapon, Davis confirmed that it was not.
