Betty Shelby, the officer who fatally shot Terrence Crutcher after his SUV stalled on a roadway in Tulsa last week, was charged with first-degree felony manslaughter for his death. Tulsa County District Attorney Steve Kunzweiler told reporters on Thursday (September 22), "We reviewed the facts of the allegations, it is our responsibility to determine if the filing of a criminal charge is justified under the law."

Shelby claims that Crutcher was acting strangely and she feared that he was reaching for a weapon before she shot him. Crutcher can be seen on video walking towards his car with his hands above his head, and no weapon was found on Crutcher or in his vehicle.

Tiffany Crutcher, Terrence's sister, seemed pleased with the news, as she told reporters, "This is a small victory. The chain breaks here. We're going to break the chains of police brutality. We know the history."
