According to reports, the NYPD admitted to using Stingrays, a cell phone spying system, to track people's location and listen to their personal calls. The New York Civil Liberties Union says the NYPD used the device over 1,000 times between 2008 and May 2015. Apparently, in order to obtain permission to use the device, an officer must file a court order specifying that it is "relevant to an ongoing criminal investigation." This method is easier than proving probable cause in order to gain a warrant.
